Do the stock wheels on the vagner make it more slidey? And if it does, would putting on custom tires fix it?

In the short answer yes! The Vagner sufferes from the "Tires can clip" so is a lot harsher over bumps causing it to slide out (think Broughy has a fact finding about 'tires can clip'). Off road wheels is the best way to combat this and wipl make the car more predictable.

Off roads will offer superior bump absorption, but if your like me and hate the look of them second best bet is to put tuners or muscle wheels on them to help with the slidy nature of the Vagner

I had the exact same problem, stock wheels on the Vagner and it was like skating on ice, switched to off-road wheels and it was ten times better!

No, but the "help" from high ends is also very minimal. Doubt there is much difference in using High Ends instead of stock wheels.
Like xScreeminSkullx said, for the best bump absorption use Off Road. If you do not like that on your Vagner.. then use either Tuners or Muscle tyres on your Vagner.
