Since I don't have a PS4, or PC capable of running the game, im still on PS3. I've just recently started playing GTA Online again, and decided to go to the Creator and edit a race i made before. When i tried selecting a Checkpoint and rotating the car spawn position, it would default to whatever it was before, and selecting already existing dynamic props would select a barrier i placed elsewhere. I thought it may be a glitch with pre-existing races, so i made a new one in LSIA and the same thing happened.
Is anybody experiencing this on PS3 or 360?

Your first problem was fixed on the pc with the last patch, so it will probably be fixed soon on ps3. Your second problem is also a problem on pc that they haven't fixed yet.

The dynamic prop glitch is particularly devastating, because it can pick up and remove props elsewhere on the track. I'd recommend putting down your dynamic props first, before putting down the static props, to minimize risk of props going missing.

Another option is not picking up the prop but deleting it and placing a new dynamic prop.

On the other hand if you then place that prop back down, it is counted in the Dynamic category, but has the look of a regular prop, and in some cases also act like a regular prop. Giving you the ability to use a total 120 regular props if you like.

I've used it to put down more trees than allowed (but they do fall over, sometimes w/o even being hit) and bringing back tire stacks that actually fall over.

No need to get defensive, I was just pointing it for OP as you didn't to show that it's not all bad about how it works atm, and that it can be useful as well.
