I've noticed that some cars elude some members for the various events that that the crew holds so here's something that I know works since I've seen almost every car that everyone seems to have trouble finding.
First thing you all should know is the memory and vehicle spawning in GTA is based off of memory, which is why certain cars tend to spawn, and when they do they spawn in groups of certain cars rather than randomly.
i.e. when one vehicle spawns such as a mule, there is likely five others near it.
This is why when looking for a car, it is wiser to reset car spawning than to perservere in a single session with the sole intent of finding that car. That said, this is harder in public lobbies where the memory is more set as to match all players within, so it's much wiser to be a session alone or with fewer members.
Processes:
1: Start and Invite only
2: Drive around in a car that has a similar name alphabetically to your desired vehicle, preferably something that spawns in freeroam
Example:
Driving around a Bullet increases the likely hood of spawning a Baller
3: Drive to these areas of Los Santos to find your car
Rockford Hills
Pillbox Hill
East LS
Davis Blaine County/Sandy Shores
4: If your car DOESN'T spawn
4.1:
You may Change your current vehicle (this is variable)
Start a race/mission, complete it
This will send you into a new session
This new seesion will reset the vehicle spawns and a new set of cars will spawn
4.2:
Complete various freeroam objectives such as Lester Targets or Simeon Vehicles
This will also reset various vehicle spawns overtime
4.3:
Take a freeroam vehicle to another area of the map and drive back
(Pillbox Hill - Sandy Shores - Rockford Hills)
This can reset vehicle spawns

Various vehicles spawn more likely in certain areas, a good reference for his is their sell price which is 10% of their purchase price.
Cheaper muscle cars are more common in East LS and offroaders in Sandy Shores compared to more expensive spawn cars which are around the golf course and north parts of the city.
Some vehicles spawn due to similar performance stats &/or value
Using chains to spawn cars can be a viable option
Examples of Driving around Rockford Hills:
A Jackal can Spawn Schafter, but is more likely to spawn an F620 which can spawn a Sentinel (if not already doing so) which can lead to a Schafter
Simipler chains include finding a Felon which can spawn a Felon GT or a Baller
These aformention examples in the chains are a mixture of using the alphabetical names, areas, memory and value and for the most part is repeatable.

These rules are not set in stone, but for the most part the cars they are fairly consistent.
I discovered these methods (mostly with the Baller and Felon) to find cars to sell for extra cash rather than to spawn cars to drive, so use it as you will
