I would go with Intel, but hell, do you really want to OC? If so go for the 6600K, if it's not that important I'd shoot for a 6400 myself.

don't buy the 1070/970 SLI with that CPU you'll have a "bottleneck" . buy the i5 6600k and wait or you can get the "RX 480" AMD GPU The RX 480 is basically a sidegrade from the GTX 970.

Would an i5 4690 bottleneck a 1070? Depends on the game and settings you play at. It's not the inherent power of the GPU that results in a bottleneck. CPU usage increases as some settings increase, and primarily as framerate increases. For example, doubling your framerate in games will nearly double your CPU usage (since many games' engines do physics calculations for every frame, plus the ordinary processing for each frame). So high framerate is the biggest culprit of high CPU usage (besides complex AI or high draw distance). If you're looking to play at nice settings, 60 FPS, the i5-4590 will do for basically any game. Generally, i5-4690 with the GTX 1070 will be a fine combo.

Thanks No way in heaven will an i5 4690 bottleneck a 1070, it wont bottleneck a 1080 either; you might interfer with some issues if you decide to pair it with a GTX Titan X (Pascal editon). The i5 4690 is identical to the i7 4790, except that it doesnt have Hyperthreading which is only useful for Video and Picture editing.
