"Waiting" with getting a tactical advantage

Straight to the point:
There is a loophole in the guidelines combined with additional rules (mostly in events).
There is an incident, driver B knocked off the track driver A. It happens, we don't have to go into details.
So driver B needs to wait driver A, and give her/him back the undue advantage. It is in the guidelines. This is clear.
But there is an additional rule, because of it is an event, or it is an improvised rule for a playlist race. Everyone following this rule as well.
The nature of this rule is, it is mandatory for everybody, and it makes everybody loose time, for example a mandatory pitstop, a joker lap, getting out of the car and running around it, etc. Anything you'll loose time with.
Driver B decides to take this mandatory time loss to make Driver A overtake her/him. After that Driver B can say (s)he waited, because physically Driver A is infront, but virtually the undue gained advantage is still there, or even bigger than before.
For example Driver A lost 3 seconds because of the incident, there is a mandatory drive trought pit, witch will cost 6 seconds compare to the normal racing line. After Driver B took this pit (s)he will be 3 seconds behind Driver A (-3 + 6 = +3). If Driver B would have waited on the track and then do pit, the difference between the 2 drivers would be around +6 seconds. If Driver A pits, after Driver B "waited" in the pits, the difference would be the same in favor of Driver B. (If Driver A doesn't need to take any more pits, the difference Driver B has to make up is still smaller)
No rule says Driver B can't do this, it is technically not agints the guidelines, but in my opinion, it is against what the guidelines stands for.
The waiting rule is there to drivers give back advantages gained undue, and give a chance the other driver to prove the position belongs to her/him within the rules. If you are abusing this loophole, you are not giving the undue advantage back, and not give the other driver a chance for winning the battle, in my eyes this is not a "clever" move to win a position on the track with tactics, this is disrespect for other drivers which is the main point of the guidelines: RESPECT EACH OTHER.
I'll advice every event host, with a rule like I just explained, to make it clear if you are using this to wait for someone you took out, you can NOT count towards your mandatory pit/joker lap/etc. (this rule is pretty rough, it can be worked on, but I think it is a good base to start with).
I wouldn't mind, if it would make it to the guidelines, that this kind of behaviour is not acceptable.
