Funny story this one.
So I got a PC in my college dorm, where I play GTA time to time. Now, the college upload limit for a single person is mere 1GB/week, which isn't nearly enough to play GTA:O properly, since a full session eats that up in like 2 hours, maybe less. Fortunately though, for some reason the game never connected me to other players on the college PC. That meant that I always got solo public sessions, which consume almost no upload, so I could grind crates or sell cocaine etc all day long, but also never connect to other players and they could never connect to me. Saving online progress worked as usual.
My college PC isn't exactly a powerhouse, so this suited me perfectly (as racing or DMs are out of question here). Other games (Rocket League, WoW) always worked normally. Only today I played some solo GTA:O, turned the game off, put the PC into sleep mode and when I returned to play some more after some time, suddenly GTA:O works as normal, connecting me to others and all that.
My question is, how do I go back to the original state? I know I can use netlimiter to get a solo session, but then getting a new session takes a lot of time, which is undesirable, cuz hunting for top range cars to import makes finding new sessions a routine thing now.
Any and all help is much appreciated.

Hello! Over two weeks later.
It might have just been an issue with the Internet or a glitch in the system that was making you not able to connect to other players. Other than using netlimiter, it looks like your just going to have to cross your fingers and hope you get an empty session.

The issue lasted only a few hours, now it's been back to "normal" (being alone all the time). I still don't know what's up with it.
