Opinionated title, but for what my opinion is worth, not bad.
What facts I can tell is, with my dumb thumbs:
Stock, Cutting Coroners (R* version, noon, dry, no traffic) : 58.08 Fully modded, Gruppe Z Tuners, Cutting Coroners (R* version, noon, dry, no traffic) : 53.09 Fully modded, Gruppe Z Tuners, Congestion Charge : 3:24.9
It's as downforce car, so you know what that entails, but it's fairly pleasant to drive.

It fits well into the super category, on some tracks it's faster than t20/osiris, but on others it's not. Quite hard to get a clean lap with it, at least with me behind the wheel, the turbo lag and inability to absorb bumps quickly eats into laptime. I suspect a good driver would whip it around most tracks faster than a t20, with curby city tracks excepted.

inability to absorb bumps quickly Try raising the suspension and use offroad tyres. Stock suspension and brakes combined with offroads instead of tuners made the car way tamer for me. Still, the ass likes to bounce a bit.

Stock suspension and brakes combined with offroads instead of tuners made the car way tamer for me. Are you at the point where you can get a better laptime with Vagner (over T20/Osi) on tracks like Maze-Whiz, Panic Stations etc (typical city curb boosting top speed)?

I guess I am the wrong one when it comes to judging lap times, and I don't really do kerb boosting, as I still focus my driving skills and lines on staying on the road and not messing up.
But I can confidently take lines over kerbs and bumps with it and don't need to countersteer or react in any way.

ok, I can beat or match my t20-time on most tracks with the Vagner, except for some curby city tracks. Some further attempts and a look at fast racers on youtube, tells me it's within striking distance of the best times, so time will tell (unless it's made obsolete by next super). It's easy to tell that it has gobs of traction, especially at speed (downforce probably).
I also have stock suspension and max spoiler, but currently using Tuners Slideways.

I've played around some more on tracks I know and like driving, and for me the Vagner is generally the fastest car, but not by much and there are some exceptions. Tbh, I don't particularly enjoy the feel of it (same for x80/7b). Will be interesting to see how the XA-21 compares (with my skill and track preferences)

offroads are a must btw, (tyres can clip)
that's why it feels better than with tuners. Also finding stock susp and brakes maximize the easy feel of the car.
