Do the Hotring Racers go faster when Kerb boosting? Or do they have the new handling flag slowing them down?

The Hotring Sabre does indeed gain speed from curb boosting, probably not as much speed as old cars, but on tracks where everyone has the same car it certainly does make a difference.
Note: I'm talking about curb boosting using the rumble strips on the race tracks. Far as tubes, the Sabre doesn't seem to gain any speed there. But use those rumble strips to your advantage.

The Hotring Sabre has 3 new flags out of the 4. The one it doesn't have is the flag that makes the rev go crazy when redlining it.
That one flag is enough to make the curboosting and brakeboosting work, but it can't MDSB.
