I use the wheels near the bottom of the 'High End' list, they look the best in my opinion.

It looks like Renegade1911 and I have the same paint job, great minds... I forget the name, but I think they're from the High-End group, and allowed me to colour some inner-spokes to match the matt red.

I don't think custom tires make a difference, if something gives a difference it's the wheeltype. Offroad Wheels ftw!

I don't believe custom tires make a difference difference.I would recommend stock wheels as they look the best.

Sorry but I have to disagree that custom tyres make no difference. I can't comment on a comparison between stock wheels + tyres and modified wheels with custom tyres, but I'm certain that if you're using modified wheels on your car, there is more grip available if custom tyres are used.
My evidence is that I used to think the same as you and I still prefer the look of cars without custom tyres. However when I started lapping my supposedly fully upgraded Elegy (had all stage 4 performance mods) around Cutting Coroners I immediately realised that the car was getting way more oversteer than broughy seemed to be getting in his videos and as a consequence even though I'm a worse driver, I was struggling to get below 0.57 seconds, let alone the 0.55.0 he managed. I read up on custom tyres later that day and thought that really I had nothing to lose, so I stuck them on and the difference was quite obvious. I broke 0.57 within about 3 laps and eventually my record ended up at 0.55.481, with all carbon parts applied later after the tyre testing. I'm not saying theres loads more grip but they do help to manage the rear end of the car. Theres probably a little more understeer than you had before but understeer seems to be quicker than oversteer in this game. This was all before the spoilers update though, so maybe the difference isn't as large these days, idk, but seriously just take a car around a track online with traffic off by yourself, try no custom tyres and then go away, apply them and try again. Look at your lap times closely. I think the differences are more obvious the more acceleration based mods you do though.

Maybe you're right but I much prefer the look of the car with stock wheels.I will test it later but I never felt a difference before

Totally agree about the looks unless it's lowrider wheels with customs on a classic vehicle. I'll do some more testing later just to make sure.
