by law, racing on public roads is illegal because speed limits have never been allowed to be temporarily lifted. Just seen BBC news now saying they are going to change the law to allow public road racing. For pros, i dont mean its open to the public to race.

Does this make illegal street racing legal? No, it means sections of the city can be shutdown for major racing events. Permits and waivers are stepping stone in that process Im sure.
