Hello.
I am creating this thread quickly as I'm sure this will be talked about sooner or later. Some people and I have been testing and many know about it already.
There are many factors as to why or how this works, which I don't want to go into detail on (although personally, I think this has to do with the suspension geometry primarily), as we are still testing. There are multiple cars that are affected such way.
Credit goes to @giordanop for first bringing it up and really finding it with a specific set of cars; adam10603 for this video down and jsantospt for replicating it on PS4, and Sarah for testing and confirming few cars. Many in the physics group also knew this was a thing with Dune, but did not expect this to be true on such a wide variety of vehicles.

FAQ:
Q: Does it mean at higher FPS, you get more wiggle boost?
A: No. I have tested at 90fps or other fps ranges where there were no boosts. So, the opposite to what you'd expect happens once you go above normal fps range. Having said that, most of wiggle boost seems to be restricted to PC's fps range rather than consoles.
Q: Is there anything that can be done to get rid of this effect?
A: None.
Q: Is there a list of cars that benefit from this?
A: There is one, but it's not public. All supers, sports, and coupes have been tested, and more are being tested in different environments. My good guess is there is half a dozen to a dozen vehicles that may benefit to non-negligible extent.
Q: Is this a problem with the "competitive" cars?
A: Most of competitive cars in main classes have been tested by this point, and although with some of them similar effect can be observed, it is thought to be minimal at this point for most of those cars.
