There are a lot of props to choose from that can mark the apex barriers. Some barriers that I get see used often are standard tire stacks. Just browse through the barriers category and find one that you like and think is suitable for the track. As for getting fences that go along the track I recommend using the barrier stunt track props. Get the track itself to sink into the tarmac or whatever so that fences are only visible, you can do this by heading in to advanced options > edit prop position > ticking the box that says "overide prop position" > and then adjusting the z axis down. This is a trick that I use when creating my own tracks.

Careful with the barrier fences, the hit box is wonky on them

Your best call is to race some quality NoDo tracks and see how these creators go about it. Check out some tracks by Skirakzalus for example, he makes good apex and track barriers.

This is a trick that I use when creating my own tracks. The tire stacks are a bit problematic as a car can get stuck on them by touching it. In most cases it is better to use the green diesel tank in the machinery tab, rotate it so it is standing on the side with the hose and lower it into the ground so the foot isn't visible anymore. As it has ben said before, the hitboxes of the fences are wonky, same goes for the outside of the big pipes and the jump humps (though sometimes you just need those things). If you need long straight walls, I'd suggest using the building blocks or the roadpieces put up vertically. Think a good example would be Copycat GP (PC).

Best way to get barriers imo is by using the stunt tracks with barriers along side, but sinking them underground using the advanced options menu so that the track part isn't visible anymore.
As for the whole sticky prop thing, I find that keeping them as vertical as you can helps. For the pipes as well, the hitbox for the bits with the holes does seem off, so if you use those as an apex barrier, just keep the solid frame at the ends if you can.

Ok, I give up. What cylinder is this that seems to be tilted and buried? I've seen this apex done a few times with red mesh too, but am having problems finding which prop this is: GTAV online apex marker

No, it's the hit box of your car that's messed up. When in a stunt race, your car's hitbox shifts and adjusts to allow you to clip through the prop that is closest to your car (you can test this by driving at speed into a prop and seeing how far your car clips into it, then backing up a little distance and slowly driving up to it), which can lead to you slamming into something behind it or clipped into that prop, such as a pole or a fence. Since most of the new stunt props aren't just one big block for a hit box (like the old prop floating platform, since you can stand on "open air" on the underside as an example), you car clips into them and catches on the other bits behind them. Curved props of any kind suffer from this happening a bunch. So, if you can avoid using curved apex barriers of any kind, do so.

I am a HUUUGE advocate for minimal use of stunt props. Blade pointed out the hitbox issue. The last thing you want on the racing line is something that you MAY or MAY NOT hit. If you want to put the stunt walls on the outside of a corner, somewhere not on the racing line then sure. But for the apex, use something standard like a *gasp* striped barrier!! It's consistent, it's visible, and it does its job the same way 100% of the time.
I hate to sound rude but seems if Broughy actually played the game he would realize this issue and stop advocating so hard for the sunken pipes as apex barriers. They are severely flawed in the functionality department with the hitbox inconsistencies. This is also not to mention that the raised middle shape obscures your view of the end of the prop in some situations. It's simply not the ideal apex prop. Use a non-stunt option, like the striped barriers or the fuel tank Skira mentioned.

Use a non-stunt option, like the striped barriers or the fuel tank Skira mentioned. I'm thinking about starting to use the construction pipe, tilted on it's side. I've seen it used in a few tracks a while ago, and more recently Benimi has used it for his Weston Ring track to great effect. It's off-camber and large enough of a bump to unsettle a car without completely obliterating it and sending it flying across the road. Plus it doesn't block line of sight, so you can still see where you're headed. Combine that with a farther in conventional apex barrier such as a concrete wall or stunt building block and you've got a solid turn.
