I would love to see a gunrunning part II that also adds a few things to other areas of the game. What it would look like:
1. Money making: Of course there will be another free roam thing, but this time it is about getting vehicle requests straight from agent 14. Your bunker will be upgraded with a special workshop for the projects and an inventory for general materials and ammo. Unlike with the current gunrunning where you get to deliver boxes with unknown content this time it will be weaponized vehicles with set specifications. For example for a weaponized Tampa you would have to collect a regular Tampa, one or two miniguns, steal a Dune FAV for the mines (which will let you either keep the vehicle for another project or sell it seperately), get more metal for armor and ammo. And at the end you go on a mission with the vehicle in order to deliver it (MOC yould be very useful here while maybe working on something else already.
2. Bunker: Apart from the workshop upgrade you also get an option to store weaponized vehicles. Also you can now get the workshops from your MOC right into your bunker.
3. Freeroam: In addition to the new missions there will also be raids where all the players in the lobby can go up against armies of npcs. Depending on the size of the lobby the missions can target Fort Zancudo, the Merrywheather HQ, the aircraft carrier, Humane Labs, a military convoy, a yacht, a bunker etc. The difficulty will scale with each player close to the raid's location and the payout should be decent for everyone involved.
4. The creator: Full access to the developer creator for at least existing gamemods with some additional props from single player. They are in the game, may as well use them. Also a toggle option for stunt physics. Also the stunt props will be reworked with better hitboxes and the outside parts of the roadpieces raised to the top of the rumblestrip.
5. Vehicles: Apart from the Hunter making a comeback there will be more 90's style supers looking like the Toyota GTOne, the R390, the CLK GT1 GTR, and the 911 GT1. Also a new racecar based on the Imponte Nightshade, a racing Coquette and some more weaponized stuff, especially to make the bunker-missions more diverse. That plus a gocart, a nascar, and destruction derby cars. Those things could maybe come in another mini-update.
6. Guns: A mid-tier sniper that's somewhere between the normal and the heay sniper. The marksman rifle, the assault shotgun and .50 pistol will get MK2 versions.

The Marksman Rifle is bad enough as is being semi-auto and having people moving around constantly while peppering you with bullets. That thing doesn't need long range scopes nor does it need explosive rounds. Yea, a semi-auto long range explosive round sniper. Must be outta your mind if you want that, Heavy Sniper is already OP enough to deal with. Other then that some nice stuff.

I barely ever see that gun being used and was thinking more about a 3 round burst option or so. Explosive rounds should be kept exclusive to the heavy sniper.

I would like them to give us the option to make our own classes to use in races. It could work in a similar way to how we create playlists (In freeroam so they can be reused whenever and so you aren't waiting on the host for ages while they choose the cars). If they are too lazy to balance the classes, they may as well let us do it for them.

Interstate '76 style combat and cars. Faster cars blown up with one explosion, slower ones handling one or two, and with bullet proof windows as an option.
...
New system upgrading current cars, more weapons slower the car goes, so you have to choose between firepower and speed.

A street racing DLC, to encapsulate the feeling of playing Most Wanted on the PlayStation 2.
Either that, or a nautical DLC with new submarines, speed boats, or even a full on Navy middle class carrier. Wouldn't be too out of the ordinary in GTA.

Would be nice to have a browser like in cs where you can see people in playlists/active missions,races and be able to join. It could have stuff like filters to search only for certain types of missions/races ... But i guess that's not as profitable as creating vehicles and charging a fortune for them. They could also remove their shitty tracks at the end of a race where you pick the next race. We have so many custom races but still get their poorly made tracks to vote.

(Maybe put in sports classics and also in sports?)
Also give us the dev creator so we can remove lampposts and stuff.

Hmm... I really want a Midnight CLub esque / street racing focused update / DLC. Here's my take on it.
The main guy of the update is Hao (the chinese dude that challenges Franklin to a street race if the player decides to.), He contacts you about an embargo that has been lifted that allows imports to be brought in to San Andreas (i'm talking Annis / Nissan, Karin / Toyota, Maibatsu / Mitsubishi, Bolokkan / Hyundai, Dinka / Honda, etc) and tells the player that because of this, the import scene is thriving again and people starts to have proper street races again, and Hao basically said that there's big money to be won, and encourages the player to participate.
The way this DLC / Update works is that it's similiar to Import / Export. But it emphasizes more on acquiring the cars and racing it. There will be a set of missions that Hao will give you to acquire the cars (similiar to the missions that Cesar Vialpando gives you in GTA : San Andreas). And another subset of missions to race a racing organization called "Bay Shores" (name taken from the sticker on the back of the RH8). Race to get cash, RP, and even pink slips.
The cars are mostly imports with inspirations taken from JDM culture, i'm talking like the Nissan 240SX, Pulsar, Hakosuka GT-R, Silvia S13, Toyota Celica, Supra, Chaser sedan, Soarer, Mitsubishi Evo 6 / 7 / 8 / 9, Galant, GTO, Hyundai Veloster Turbo, and even cars such as the Honda EG6 Civic, S2000, NSX, and so on.
Other than that, there are also options such as a more diverse body customization, wheels, and even nitrous.
The races would include classic street racing, Drag, Drift, the usual Rockstar, and of course the serious NoDo races. Stunt races are not a priority. This also gives Rockstar the chance to fix the Content Creator.
As for the places to store the cars, you can utilize the Office garage if you have one, and if you don't you only need to buy those 100K - 200K high end garages
This is just a rough draft, maybe you guys can improve upon it by giving ideas of your own.
