I think body armour is like having twice the minimum health, whereas getting to level 100 greatly increases your health.
I don't think this is a recent thing, it's always been like this.

Body armor in this game is made of styrofoam. It can be the only explanation. I prefer GTA IV's armor system where it doesn't deplete when you get into an accident or fall off a motorcycle, LIKE HOW ACTUAL BODY ARMOR WORKS.
