Hello! I had a crack at cutting down the size of the opening post. Removed and reworded stuff so it is more concise. In my opinion we shouldn't need a large ruleset because a few of us require a lawyer-proofed guide to maximise their tryharding. Most of us are not as serious Not meaning to be intrusive on your event, only trying to help a bit!
NOTICE: The purpose of this event is to test out possible format changes and tracks to use in season 3. This event is expected to run for two hours.

Sanctioning body Broughcar and new title sponsor Rebel Radio present the prelude to the Rebel Cup, a two-race event to showcase some of Los Santos' best oval racers and build hype for the upcoming third season of NODO's premier oval racing series.
Overview
This event is to consist of two 40-minute races run both on the October 14th:
Race 1 - 50 laps on Alpha Mail Speedway in Bravado Gauntlets, 7pm UTC
Race 2 - 45 laps on Great Ocean Superspeedway in Vapid Dominators, 8pm UTC
No offroad tires and/or spoilers are permitted.
Rules and Regulations
Pre-lobby:
Participants should be on Teamspeak and in-game 15 minutes before the start of race 1. Ensure you have RedLaserBeam or another participant added so you can be invited to the lobby.
Starting Grid
The grid for race 1 will be randomized a few days before the start of the event. The grid for race 2 will be the reverse of the starting grid for race 1. Participants who sign up after grid randomization will start at the back in both races.
Start Procedure
After the cars have been gridded up, the start of each race will be a double-file rolling start led by a safety car. The pole-sitter may choose which side they wish to start on, 2nd place being the opposite. After the first 2 cars, participants who qualify in odd-numbered positions (3rd, 5th, 7th, ...) start on the inside line, and participants who qualify in even-numbered positions start on the outside line (4th, 6th, 8th, ...)
Racing Rules
This event uses FIA racing rules with the following additional guildelines/clarifications:
-Standard NODO rules on waiting after incidents, you cannot take a pitstop whilst waiting.
-Blue flag rulings will be made clear before and during the race, blue flags will start to be used when the leader passes around 90% of laps completed. No defending is allowed by cars being lapped at any point.
-No wall-boosting, wiggle-boosting, swerving, or damaging the suspension to make the car handle better. One curb-boost per straight is allowed.
FPS Rule:
Participants must cap their FPS at 60
Pitting:
Participants must make pit stops during each race in accordance with the following rules:
Pitting under normal racing conditions:
-The pits open as soon as the race begins. First pitstop must be made BEFORE they start lap 26.
-Participants may either take short pits or long pits. Participants who short pit may run a maximum of 15 laps before they must pit again. Participants who long pit may run a maximum of 35 laps before they must pit again. Being unable to pit because of safety cars will not result in a penalty.
Pitting under safety car conditions:
-The pits close immediately upon deployment of the safety car. Race control will re-open them during safety car, cars may not pit during the closed period, and if they pit during open periods, they must wait until the pack has gone past the pit exit to rejoin.
-Participants that use the wave-around during the safety car may not pit until after the ensuing restart (See Wave-around rule).
Regardless of whether or not a pit-watcher is present, participants must call out their pits using either voice chat or text chat.
Safety car:
The safety car may be deployed for the following reasons:
-Any 3 car incident which poses an immediate danger to at least 1 other participant
-Any 4+ car incident
-When an non-player object is in a location which may interfere with the race and needs to be removed.
Race control will deploy the safety car by typing “sc” in chat.
When this happens, participants slow down and line up single file behind the leader. No overtaking is allowed. Please allow for the safety car, to pick up the leader of the race.
The race may end under safety car.
If there is no safety car, the leader will be the safety car.
Race control will call a wave-around, where cars in front of the leader in the line will be allowed to drive past the safety car and catch back up to the back of the pack. Lapped cars may also drive past and catch up to the back of the pack.

Restarts:
Race control will give the “1 to go” signal during a safety car period to inform participants that a restart will happen the next time they cross the start/finish line.
At a designated point on the track, the safety car will pull off, giving control of the pace of the field to the leader, and participants may overtake once they cross the start/finish line*.
Race control may abort the restart and redeploy the safety car if the pack is not properly lined up.
Red flag:
Red flags may be issued by race control late in the race. When a red flag is called, the leader must stop where they are, and cars are required to line up behind the leader before a finishing procedure is carried out. No overtaking is allowed after the red flag is called.
Penalties/Disqualifications:
Penalties or warnings may be assessed for minor violations of the rules, or actions detrimental to the event. These will be given after the event. Participants may be disqualified or banned for serious infractions. Repeat offenders may be subject to harsher penalties.

Post-Race Investigations:
Participants may request an investigation on any incident shortly after the conclusion of a race by sending a PM to the event host a video of the incident, within 24 hours of the race finish. Incidents involving the event host will be referred to a high-ranking crew member [baron lol].
Participation
Signing Up:
Participants must be members of NODO and meet event eligibility requirements in order to sign up. They must have at least completed 5 days of the daily/evening playlist. [idk lol]
Participants must form teams of 2-3 drivers and must associate with a sponsor from an in-game company with an appropriate choice of primary, secondary, and wheel colors. Participants will be assigned to a team if they do not have any preferences.
Reserves:
Participants may sign up as reserves if they are unsure they can make it to the event. Reserves will be assigned teams if they do not have a team preference.
Borrowing Cars:
Participants may borrow cars if necessary for a given race. No trainers will be permitted during this event. Buying the cars is preferable so people can practice, and ensure if someone disconnects, they are not removed from their borrowed vehicle.
Race Control
NODO members who wish to be a part of the event but not as a driver may sign up for one of the below positions in race control. Race control has the authority deploy the safety car and may issue call-outs or request post-race investigations as deemed necessary.
Safety Car Driver
The safety car driver is responsible for deploying the safety car and driving it when deployed. If the safety car driver is not driving the safety car they should act as a race official
Pit Watcher
The pit watcher is responsible for keeping track of the pit stops taken by participants and enforcing pit road rules.
Race official
The race official is an additional non-driver participant who helps enforce the rules. They watch the track and ensure people are abiding by the rules.
Points
Points will be awarded for finishing positions to each driver after each race to determine a drivers' champion and team champion. Only the two highest-placing drivers from each team after each race will contribute to their team’s point count:
Participants who disconnect will receive points, but will be placed last in the finishing standings. Laps completed will dictate which position is given.
Ties in the driver standings are broken by results in race 1.
Ties in the team standings are broken by a countback on wins, then 2nd place finishes (if needed), then third place finishes, and so on. If this does not break the tie, the team that scored more points in race 1 will be awarded the tie-breaker. If this does not break the tie, the team with the highest-placing driver in race 1 will be awarded the tie-breaker.
