The All-Star race
Hey guys! I'm putting this out in the open to see if anyone is interested, if there's interest I'll get serious about putting this on. I figured that I'm comfortable enough with being with you PC guys to push this out. Anyways, this idea came about as an alternative way to do pit stops in long races (So that those who don't pit will actually drive worse-handling cars.) and is also partially inspired by the NASCAR All-star race, a race which is less about proving who the most skilled driver is (we already know ovivo will kick your ass) and more about who can put on a good show. (The more cars you pass, the better of a show you put on!)
I’m hoping the format for this race can produce close racing similar to that seen in the PC daily racing playlist while avoiding problems in the PL where the starting grid is arranged in a unfair way (R* why does the host always start first?) and the races are a bit too short to fully develop into a competition where everyone at least has some shot of winning. (Actually, this race is more semi-competitive than competitive, but should feature the development in the races that the daily racing PL is lacking.) Essentially, this all-star race combines bursts of side-by-side racing and stitches it together for one full feature.

Event Summary
This event will consist of a approximately 40-minute race split into 4 heats lasting about 10 minutes each. Each competitor must pit at least one time. Pit stops may only occur between heats, and pitting constitutes picking the faster of two cars available for use during the event. The person who crosses the checkered flag first at the end of the last heat wins the race.
Qualifying
Qualifying will consist of a single 2-lap race with contact off so that everyone can quickly get to what really matters, the race. The finishing order of the qualifying race determines the starting order for the race. If you miss qualifying you will start last in the race.
The Race
The race will be split into 4 heats. My ultimate goal is to have about 40 minutes of actual racing and to be able to run the event in about 60-75 minutes. Each heat is represented in-game by a small race in itself. Following the conclusion of one heat the yellow flag is thrown, the field is bunched back together, and competitors are given a chance to pit. Whoever takes the checkered flag at the end of the last heat wins the race.
Anyone who DNFs or disconnects from a heat must start last in the next heat regardless of whether or not they choose to pit. Anyone who misses a heat entirely is automatically disqualified from the event. Anyone who DNFs or disconnects twice is automatically disqualified from the event.
Pitting
Pitting for new tires may only occur between heats. New tires and old tires are represented by a faster car and slower car respectively. To pit, simply pick the faster car (new tires) prior to the start of the next heat. (This consequently has that fresh tires last for one heat.) You will start the next heat in last place if you pit. (If anyone else behind you also pits you will start in front of them.) Note that everyone starts with fresh tires for qualifying and heat 1.
All competitors are required to pit at least once.
Starting Procedure
The starting procedure for Heat 1 is different from all subsequent heats. At the start of Heat 1 all cars are to arrange in a double-file grid (F1 style) based on qualifying results. Per MCEC regulations the start will be conducted by the explosion of a sticky bomb. If standard race is accidentally chosen, a start time will be designated, at which point all racers hit the gas.
The procedure for subsequent heats is similar, except the start for a given heat is dependent on the finishing position the previous heat and whether or not anyone chose to pit. Additionally, the start for subsequent heats is conducted by lining up single-file. (Thus the start is a standing single-file start.)
Heat Procedure
The race will be split up into multiple heats by actually hosting the same race multiple times. Someone will host the race once for qualifying. Everyone after qualifying will vote to replay the track and heat 1 will start. After the end of heat 1, everyone will vote to replay, and heat 2 will start, and so on.

Procedure
All participants will be rounded up in the pre-game lobby. (When you get an invite accept it.)
The event will consist ultimately of 5 races: the qualifying race, heat 1, heat 2, heat 3, and heat 4. All races will be conducted in a manner consistent with details specified in this post. The winner of the final heat wins the overall event.
Regulations
Standard NODO regulations apply. If a participant violates procedure, they will, in order, receive the following penalties:
1. Warning (Don’t do it again)
2. Start last in the next heat (or time penalty assessed at the end the race if in the last heat.)
