Obviously PC and PS4 are two different beasts in terms of game performance, and of course we don't have every recreate of tracks on PC, so please just be aware that this could potentially not work at all, and if it doesn't than oh well. I'll probably continue through with the event. You signing up for the event signifies that you understand this, will not complain if it doesn't, have read everything below, and will abide to the rules and regulations, lest be reported to a commissioner for unsportsmanlike behavior and cheating.

10) Red Flag - If everyone is really struggling to get their shit together, crashes are becoming very frequent and large, or a mass DC occurs at any point in the race, a red flag will be declared, and we will restart the race with whatever remaining laps are needed, using the grid originally for that race.

Since this will be a one day event, its really not going to matter, especially since this is an experimental thing. This should not effect your ELO rating either. But for the formality:

The grid will be sorted randomly. The grid for the second race will be reverse finishing order of the first. The races will be in a half hour "sprint" format.

1) Cars must be one of the prescribed chassis above.
2) Cars with a * symbol will be subjected to mandatory downgrades. Those downgrades are listed above and enforced on gentleman's agreement.
3) Cars CAN be raced in a team of two drivers, but it is not mandatory.
a. Cars do not have to be exact pairs, a Comet and V12 team is fine, for example.
b. Teams cannot exceed 4 members.
c. Teams must have a principal sponsor – either as a factory team or with sponsorship by a major business in the GTA Universe
d. Teams must also have an appropriate colour scheme for their team.
e. Teams cannot share primary sponsors
4) No restrictions on any modifications that are purely visual or tire type
PITS:
If we have a pitman, there will be three mandatory pitstops each race, drive through, no wait. If there is no pitman, the rules regarding pits below don't count, and the pits are optional.
a. You cannot take your pit on the first or last lap of the race.
b. Cars may pit on the first lap if they are damaged however this will not count towards their mandatory pit stop tally.
NoDo rules apply in terms of waiting for takeouts and blue flag is in effect for both races
a. Where a driver uses an intentional PIT manoeuvre on another car, they will be deemed a scumbag and disqualified
b. The FIA has noted feedback from drivers regarding first turn incidents. Anyone causing a first turn incident will be given a 10 second stop-go penalty. Starting once the car is immobile at the pit exit, provided there is a pitman. If there is no pitman, there will be point reductions and a severe grid penalty.
c. Any incidents caused in the last lap, or made known after the race on recorded footage, will be eligible for a grid penalty on the next race or a time penalty for that race.
Any incident that majorly impedes the race will warrant a virtual safety car. Only I (jt33396) will determine which incidents require safety car. It can be suggested over mic (which is why you should bring one if you have it), but only I can confirm it. Whoever is in first place at the time the safety car is called out must reduce pace to half throttle or less. All racers who are far behind will be allowed to catch up to the main pack. All must follow behind the lead car. I (jt33396) will determine when safety car is over and racing can continue.
a. Overtaking under safety car periods is not allowed
b. taking a pit stop under the safety car period is allowed
c. If a safety car is called on lap 1, the rule about not pitting on lap 1 remains in effect.
d. jt33396 will call out the safety car; it only comes out on his say-so
Racing lines, overtaking, and weaving/defending - for avoidance of doubt we fully use FIA F1 rules here. An overtake is considered done for the purposes of yielding the line on a corner when your front wheels are ahead of the rear wheels of the car you are passing. Late braking overtakes are acceptable provided they do not constitute a dive bomb. You may not weave to block cars behind you - you may leave the racing line once to defend but you may not move back onto it once you have left it.

OTHER
1) Shooting flares at a driver on the post-race podium and setting them alight, is hilarious, and is an “acceptable substitute for champagne”.
2) Respawning onto the track is only permissible when your car has crashed into water etc and cannot be recovered to track.
The car downgrades are enforced on gentleman's agreement, and we have no way of checking vehicle upgrades, but as a safeguard to prevent racers from using "I forgot :derp:" as an excuse for not downgrading their vehicle, racers who have selected a chassis with downgrade restrictions MUST accompany me to LSC immediately before the race lobby. You will enter and I will tell you your downgrade restrictions. I cant make you actually downgrade the car, but now you wont have an excuse if its blatantly obvious you didn't downgrade your car.
