Top drivers are pretty much on the same pace, the competition is very close up there so that shouldn't be that difficult, unless someone finds an overpowered line giving him 1 sec advantage (which is unlikely to be honest).

And if people want to break that agreement, so be it, but you should feel very, very bad (speaking in general) if you do so...
If you're not on the pace on the same amount of frames (60), you don't deserve to win just because your system can handle higher fps.

As cloudmcshort said before, recording your gameplay is very easy nowadays, shadowplay or AMD's equivalent are very performance-friendly. Or at least make a screenshot during pitstop or something, showing your fps counter. Having that mid-race with others should be enough. Lower your settings if you can't maintain 60 fps with recording enabled. Let's face it, who cares about the looks during the race? If we want to make this as fair as possible, we need to do something, simple.

To be honest, the rule should not be 60fps, more like using v-sync or v-sync half depending on your system. Or at least cap your fps somwhere below 80.

My point is more that it could be quite inconvenient for someone with a 75Hz or 144Hz display to lock their fps at 60.

I dunno what kind of monitors people are using, but on my 120hz monitor, i can change the refresh rate to either 50, 60, 100 or 120 in the GTA settings, and then use vsync on that.

I can set the fps to 60, 85, 100, 120 or 144 and then choose to have vsync on, half or off. Im pretty sure that should be the case for pretty much everyone.

I've got 144Hz monitor (playing on a TV though) and I can change the refresh rate in the control panel (Nvidia). Also you should have a few resolution options in GTA settings (e.g 1920x1080 60Hz/80Hz/100Hz/120Hz/144Hz, depending on your screen's max. refresh rate). I can even downgrade my TV to 23Hz.

If that's the case it should be no problem. I didn't really know about this. I have an old display which can only 60Hz and 75Hz and when I change it to 75Hz everything looks horrible. Thought it might be similar to displays with higher native refresh rates.

So, after the vote is closed, I can make a research about recording just the fps. It would be much easier just to check a graph with the timestamps than everybodies footage.

Yeah, the fps graph would be much easier, just download a proper software for that and send a screenshot showing couple of seconds/minutes. Neat idea.

Every monitor can change refresh rate, it's a basic windows setting. If you don't know how, ask.

I voted no because of the video proof, which is bothering me. I don't mind capping my FPS. Maybe the FPS graph thing can work. I believe FPS aren't the only reason for some people having better engines, and we will never be able to know for sure if someone's car is faster or not.
I think we can make the 60FPS an official rule. Then since the problem is about enforcing it, we can decide to "drug-test" suspicious racers. A drag race could do the trick. Like IRL competitions, idk, cycling. You assume everyone plays by the rules and do random controls + controls based on suspicion. So just like IRL competitions we can have someone win the championship and then a few years later, found guilty of doping, and all that drama :D
