Perhaps I am doing something wrong, but I cannot get a grip on how to use the Elegy properly. At times it seems like it will grip for days round the same corner and then I will turn in on another lap and it will completely slide out from under me. Along with what to me seems like an abysmal turning circle and shitty breaking, I just cannot get consistent lap times with it. Can anyone help me out here?

Ahh, yes I have the same issues at times with that car. So I have noticed that breaking while turning is very bad in this car. Other cars are far more forgiving of this type of thing. When testing it on Cutting Corners I have noticed that I get much more consistent laps in the Masacro than in the Elegy, but when driven right, the Elegy is pretty quick.
I took the elegy around The North Loop for 3 laps to just kind of play with it, and it is all about getting a feel for when it is going to slide out. Laying off the gas seems far more effective than hitting the breaks in this car. You can really push it pretty hard into turns, but when your tires start to slip, give it some gas, I have found that tends to straighten it out... assuming you can give it gas at that point without going off a cliff or into a wall.
The other thing I like to do is test out on some of the dock tracks, they have lots of good turns where you can get a good feel for it.

The Elegy is definately NOT a car to turn and brake at the same time in. I tend to use the brake very lightly in the car; there's enough traction that you can take corners MUCH faster than you expect without losing grip. On a track like Drift King you can go the whole lap without using the brake at all - just come off the gas and take early apexes throughout the turns.

Bumps unsettle the car and once the back end is out it's really hard or usually impossible to correct it. So be4 it does just lift off the throtle a little bit or turn with a smaller angle on the steering wheel, each one of these corners that make the car misbehave need to be taken with one of these 2 methods or maybe both of them together. If you drive the car in a track you dont know you are never 100% sure when it will oversteer but on tracks that you already know it's easy to learn those "special" corners that need to be taken a bit easier after 2-3 laps in the circuit. As for the braking it's not that gr8 yes but brakes dont play a big role in GTA. Finally for the turning circle and those narrow 180 corners there is nothing you can do about it, I tried handbrake turns but man it didn't go well , so just try take full advantage of the limits of the track and use all the space available. I know the Elegy is a wierd car, anyway I hope I helped.

Chris has said it well. Once it steps out it's unlike most cars. As others have stated it really needs to be driven differently than most cars. Don't be heavy on the brakes. Use them to wash speed off in a straight line before turning and learning when to lift and not brake is paramount. I love the Zentorno and it's so different driving that compared to the Elergy. I struggle with it too and am probably worst with the sports class over anything. I have persisted but I am also going to start using my Massacro more. Often it's best to choose a car that suits your style of driving.

Massacro it then That thing's just so nice to drive and it goes like hell Always recoverable in that thing
Elegy works better for me though, I just don't floor it until I'm half way or slightly more through a corner as to not spin it out or lose that traction

The Elegy requires a very traditional driving style, brake early and in a straight line, lift off and steer, but then get on the gas early as you can and ease off the steering to reduce loss of traction. When you use the full width of the track and stick to the basics of proper driving, the Elegy is actually on pace with the Zentorno apart from on long straights.

I got used to driving the Elegy early on, so its still my hotlapping car of choice. The Zentorno gives me trouble if I drive the Elegy all day and then try to race supers, though.
